GUIDELINES TO BE FOLLOWED IN RESPECT OF THE ELIGIBILITY OF PROSPECTIVE STUDENTS INTERMS OF ‘NRI’ & ‘DOMICILE’ FOR ADMISSION INTO POST GRADUATE MEDICAL AND DENTAL DEGREE/DIPLOMA COURSES
The criteria for NRI & Domicile in respect of prospective students which is being followed for admission into Post Graduate Medical and Dental Degree/Diploma Courses for the academic year 2018-19:
A) Criteria for ‘NRI’ :
“Non Resident Indian” means a candidate born to a parent of Indian origin and residing outside the country and who passed the qualifying equivalent examination outside India” and includes persons of Indian origin and Overseas citizens of India
a) The candidates who passed qualifying examination outside India
should have registered in MCI
b) For the purpose of verification e‐document may be considered with regard to NRI sponsorship certificate subject to submitting the original at the time of taking the admission.
Mandatory Documents required for NRI candidate:
a) Candidate’s parents resident certificate issued by the Embassy of that country complying the Income Tax Rules.
b) Candidate’s passport / VISA / Resident VISA.
c) Citizenship of the candidate.
d) Income Tax Documents required as per the Income Tax Act 1961.
e) Candidate’s study certificate for having studied outside India where applicable for the qualifying examination.
Mandatory Documents required for NRI sponsorship candidate:
a) Candidate’s sponsorer’s resident certificate issued by the Embassy of that country complying the Income Tax Rules.
b) Candidate’s sponsorer’s passport / VISA/ Resident VISA.
c) Citizenship of the sponsorer.
d) PAN/Tax document of the sponsorer.
e) Affidavit from the candidate (e‐document)
B) Criteria for ‘domicile’ :
For determining the domicile of a candidate the procedure laid down in Andhra Pradesh Educational Institutions (Regulation of Admissions) Order, 1974-Consolidated self-contained and comprehensive instructions under G.O.P.NO. 646, dated 10th July, 1979 is followed which is described here under:
According to Paragraph 4 of the order, a candidate for admission to any course of study shall be regarded as a local candidate in relation to a local area, If he/she has studied in an educational institution or educational institutions in such local area for a period of not less than four consecutive academic years ending with the academic year in which he/she appeared in the relevant qualifying examination.
The local status of the candidates in relation to the local area shall be determined in respect of the “University” or other educational institution concerned, which is as described below:
AU area: The students studied 4 years preceding the qualifying examination, in the local of Andhra University region comprising the districts of Srikakulam, Vizianagaram, Visakhapatnam, West Godavari, East Godavari, Krishna, Guntur and Prakasam, shall be treated as local to AU area.
SVU area: The students studied 4 years preceding the qualifying examination, in the local of Sri Venkateswara University region comprising the districts of Anantapur, Kadapa, Kurnool, Chittor and Nellore, shall be treated as local to SVU area.
OU area: The students studied 4 years preceding the qualifying examination, in Osmania University region comprising the districts of Adilabad, Hyderabad, Rangareddy, Khammam, Karimnagar, Medak, Mehboobnagar, Nalgonda, Nizamabad and Warangal, shall be treated as local to OU area.
Non Local Candidates:
(i) The students belonging to Andhra Pradesh / Telangana Status having studied outside the State, but resided in the State for a total period of 10 years excluding the period of study outside the State (or) either of whose parents have resided in the State for a total period of 10 years excluding periods of employment outside the State, shall be treated as non-local candidates. They are eligible for 15% unreserved seats provided they produce 10 years residence proof in the State concerned i.e., either Andhra Pradesh / Telangana.
(ii) Candidates who are children of parents who are in the employment of this State (or) Central Government, Public sector Corporation, Local bodies, Universities and other similar quasi public institution within the State are also eligible as non-local candidates, for admissions to unreserved seats.
(iii) Candidates who are spouses of those in the employment of the State (or) Central Government, Public sector Corporation, Local bodies, Universities and Educational institutions recognized by the Government or a University (or) other competent authority and similar other quasi Government institutions within the State, are also eligible as non-local candidates for admissions to unreserved seats.
